Symptoms

The navigate to form rule query string gives the wrong syntax. The URL has both the symbol "?" and "and" together. This wrong syntax gives me some extra postback prompts when refreshing the page.

 

Diagnoses

The syntax of the navigate to form URL is not the cause for the confirmation dialog prompt that you are seeing when the page is refreshed.
 

Resolution

The navigate action is actually using a post request under the surface, and that is what is causing the confirmation dialog.
