Missing Admin Functionality in Tool bar
Diagnoses
My Account has admin permission but couldn't see full tool bar for workspace.
Resolution
Access to the Tabs at the top are not granted via Admin Permissions in the Managment Console but rather via the Security Tab (as seen present via the User in the first screenshot in your document) .
As soon as you grant permissions to a User for a specific Tab in the Security Tab section , access to that Tab will be revoked for all other Users . Please log on with the account shown to still have access to all the Tabs , goto the Security Tab and either remove all permissions that have been configured here or grant your account access to the required tabs
