Diagnoses
This error is typically caused by mismatched components in the target environment, or a mismatch between the client tools deploying the solution and the target environment.
Resolution
After double checking all versions of components installed, we found that the client tools for 4.6.9 were being used to deploy to a 4.6.8 environment.
