Is there anyway to edit the default check-in file form on a SP2013 library with Nintex forms to make the comments box be required? And if so how can you get the actual url of the check in form? If this is not possible does anyone have any simple solutions for this? There is no workflow currently.

It is not possible to replace the Checkin dialog with a Nintex form.
This checkin functionality belongs to SharePoint. After a quick google it appears that others want to achieve the same functionality.
