I have a listview on a smartform and I am wondering if it is possible to change the color of a row when a condition is met in that row. I can see you can change text format but nothing that will affect the whole row.

Out of the Box I don't think this is possible. As you have discovered you can set the individual column item formatting (text and background) using conditional formatting, but not the whole row. You could set the same conditional formatting for each column, but that wouldnt look so great.
Other option might be to use CSS, but I think that would prove tricky as well.
