Symptoms

K2 Package and Deployment tool will not install on the Development machine. The PandD tool "K2 Package and Deployment.msc " doesn't exist in the K2 Bin directory or anywhere on the Development machine. I have attempted to use the Update Manager and the full install and we still do not have the PandD Tool.
 

Diagnoses

Tried opening other Windows mmc tools (event viewer, services, gpedit) and it worked fine, .net framework 3.5 and 4.5 is installed, full uninstall and reinstall the PandampD tool using full installation package, open mmc.exe from the server and going to File's Add or Remove Snap-ins but the PandD snap-in are not showing in the list of snap-in.
 

Resolution

Looking at K2 server "Programs and Features", noticed that the k2 artifacts does not have the correct size (ie k2 package and deployment size is only 1.21MB, it should be 4.83MB). To resolve the issue, run the k2 blackpearl setup using the full installation package with the repair option.
