Will there be a new release of the SQL User Manager for K2.net 2003 Service Pack 2 or can we use the SP1a version? If there will be a new release, what is the timeframe for availability?

Yes, there will be a new version of the SQL UM available for SP2 within the next few weeks.
Just being cautious here...I'm installing K2 SP2 and would like to also install the SQL User Manager. Is there a version specifically for SP2 coming out soon (as noted from a previous post), or will the SP1a version work ok?

The SQLUM is currently still being tested for SP2.

You can run the SQLUM for SP1 with K2 SP2. Do not use the SQLUM for K2 SP1a, but use the SQLUM for SP1. This one works with K2 SP2. Please always remember that the SQLUM is not supported by K2 Support, as it is available for download purely for illustrative purposes.
I was under the impression that K2.net 2003 sp2 SQL User Manager would be available around the end of the year.

Please provide link to the download if it is available. If not plaease let me know when.
