Symptoms
When creating a package on the source environment the packager was collecting two list settings for which exceptions were thrown.

Resolution
We opted to exclude these list settings (but leaving the dependencies) from the package after verifying that the underlying list templates themselves had been shipped over to the target environment. This allowed for successful package creation. From there, at deployment we ensured that the service instances within the package were mapped to the correct service instances and sharepoint objects in the target environment.
