Issue with SMO tester tool

Experts,

I'm getting the below error message when i'm trying to connect to the SMO tester tool.

Error:No Connection could be made, Beacuse the target machine actively refused

Please help me out in resolving this issue.

Can u go to the tester utility and confirm that ur server properties are configured properly?

tester tool --> server properties .
