Is there a way to trigger an external program (like MS Access) on the server from a workflow?

When we create or modify an item in a list, we want to trigger generation of a report built in MS Access to export to a PDF; then others will have a better-formatted report of the item (and items linked from other lists). Is there a way to trigger MS Access to run from a "run upon modify" workflow - especially if I can pass parameters? Thanks!
