Is there a trick to Setting Item Level Permission in a Document Library

I have a workflow that on document creation fires a workflow to change the Item Level Permissions of a document if it meets the criteria of a specific document type.

The Workflow completes without errors,  but the permissions do not change.

Am I missing something?
