1. from the workspace expand the "workflow server" node
2. right beneath it click the "server rights" node
3. clik the Add button at the top of the other panel; the "Search for Users, Groups or Roles" window appears.
4. IN MY CASE; i seleted a custom AD provider and searched all the users.
IT only returns the first 100 users.
I solved it by doing the following
1. open workspace then security tab
2. expand the server then expand the "User Managers" Tree node
3.lik settings and change the value to "No limit" then save.
it seems that this applies to custom security providers as well.
