It seems that in O365 don't have a feature of scheduling a workflow. Is there a way to create another workflow that will act as a scheduler and run workflows automatically. I can't use any 3rd party tool because we don't have any.

+5You can use Start workflow action that starts on some condition with (pause action) to initiate another workflow in the current list or library, from the current or different workflow.
It's on the map and hopefully with us soon enough!
