like methods that query from sql sever or other method.

Not sure of the method part but the escalation is stored in the K2Server _async table. May take on this is if there is an entry there then the escalation has not fired yet. Let say you had a Event escalation, if this has fired the entry in the _async will move to the K2SErverLog _EventEscInst table.
You can perhaps use the SQL server service, creating a SmO to query the Async table.
