Maybe I don’t understand exactly what you need, but you can add the group if you have an AD group for the users than needs the task and use the group as the destination group.

I'm not sure about your question, but i recommend you to build custom smart object "service object" that read your distribution list and fill users in XML format and be careful to use the Domainusername and discard the rest of email i mean if u have email like Abeern@estartasolutions.com goanna be mapped to "EstartaAbeern" then assigned it to destination user.

unfortunately customizing smart object that returns XML will not work so you can write your own calls to service or library or what so ever to get users at each activity destination rule.
