I can deploy all of my processes except for three of them.  I create a deployment package then call MSBUILD to deploy and get an error 24406: user does not have rights to export processes.

Usually this is down to not having the Export right in Server Rights but the account has, and the same account has rights to deploy other processes.  

Any ideas what's causing this or how to diagnose?
