Disabled Actions in Production Site

I'm considering disabling many of the advance Interaction actions in production site collections, and requiring people that need those actions to create their WFs in a Test farm so that they can be reviewed before getting moved into Prod. 

1. Does this seem like a good idea?

2. If we do this, can the tested WFs get imported into a site that does not have an action enabled or does the target site need to duplicate the development site features/settings?

You will need to allow those action the day you publish your imported workflow, and from that day the actions will be available for all users.
