Symptoms
I have copied the .dll file to the service broker folder but could not find it from the list of available components when running the smartobject service tester and click register service type.
Diagnoses
Security policy may be blocking the assembly and preventing it from being loaded.
Resolution
Right clicking on the assembly in windows explorer, clicking properties, and then selecting the "unblock" option resolved the issue.
