whats the best way to convert US datetime to Thai Datetime

we don't want to make changes about culture info in webconfig as its just for a single report for User

Since you don't want to mess with Server or config file, then the best option is to develop your own conversion method (either expose the method as a service by hosting it, or by creating a custom DLL and define that method on it as a Static method)
