I am currently trying to connect to a SQL server using a service instance but I am encountering an error 

 Why is this error occurring and how can I fix it?

Answer

When this error occurs it most likely means that  you need to open a port to your server to allow access to our IP. This should fix the issue and allow you to give access to your database for use.
