If Nintex workflow development license has expired, can we still deploy changes that we have already done on Dev, to Production environment?
Or it won't work because import/export plus some other functionality will not work?

Hello Frank,
Development licenses are tied to Software Assurance, and do expire. If your Software Assurance expires on your development license that license will no longer function.

Yes, none of your Nintex functionality will work on your Dev Environment when you will try to Manage your workflows on Dev you will get an "Error: Your license has expired. Please contact admin@nintex.com to obtain a new license. You will be unable to publish, edit or start Nintex Workflows".
