The answer is no.

Every server will generate a unique system key (based on hardware/software configuration) which will require a unique license key to go with it.

When you are ready to transfer, run the K2.net 2003 Setup program on the new server so that it can generate a new system key. Request a new license with the new system key. If the server names will be the same then it should be relatively simple to transfer to the new server.
