Well that shouldn't be a standard vs. Enterprise issue as the action is in both. Have you checked in Central Admin that this action was allowed in the Allowed Actions section in the Nintex Workflow configuration page? If so, then secondly verify for the Site Collection settings on Allowed Actions.
