I have a situation where I have a Flexi Task Workflow (delegate is not checked) that has kicked off for about 20 items that are still pending and assigned to Joe Smith.  Joe Smith has now left the company and Mary Smith has started with the company.  How do I assign these pending workflows to Mary Smith from Joe Smith ?

even if delegation is not turned on, site owner can delegate each task.

you can also set up long term delegation but it won't impact any already assigned tasks.

You ( as a site collection administrator )  could open every task and click on the link named "Delegate task"
