Yes, Register new service instance of the K2 Database, then:

you can use these as smartobjects 

create editable list of "oServer].eAvailabilityUsers]", I guess you need to do association with  "pServer].rAvailabilityZone]" to load the Zones you have in the editable list.

Just to my understanding, k2 database service instance is not recommandable. So just looking if there are any API method to help create a Time Zone and assign user to it.

I found one ZoneCreateNew method in WorkflowManagementServer but I am not sure what type does it takes in argument.
