Symptoms

1. "24408 ADFS: username] from Address] does not have rights to Start Process Workflow/New Idea Review" when trying to submit.
2. ViewFlow has no ID
 

Diagnoses

1. Meant to use ADFS accounts instead of AD.
2. No idea because Workflow instances had not started due to _1.
 

Resolution

1. Changed accounts.
2. Workflow was able to start and thus create an ID.
