I am using Nintex forms and workflow on premise for SharePoint 2016 and would like to connect with the Nintex connect community by asking and answer questions. However there does not seem to be any forum that is setup for this product. All I see is Nintex for Office 365 or Nintex workflow cloud and neither of these apply.

Welcome to the Nintex community.
"Getting Started" is where you want to be. Nintex for SharePoint (Nintex On-Prem) is the standard that folks use, so it gets the most attention.
This will likely become clearer when we eventually move to our next community site -- I think they are redoing the IA for that.
