Use a Site Workflow to query the list and build a collection, then use a For Each to loop through the collection and in each loop, build a string with the HTML containing the information relating to that item and store that HTML in a variable, appending it to the variable mean it builds and builds rather than overwriting the variable value.

Then use this HTML in your email.
