Symptoms
The installer for 4.7 failed to deploy the needed kspx files like Management.kspx and Docusign.kspx during upgrade process.
Diagnoses
The reason for this is because the 4.7 installation media makes the assumption that Package and Deploy is present and in this case it was not and so all of these kspx files were undeployable.
Resolution
Ran a Modify from the set up manager to get PnD installed and we needed to add the Everyone group to the C:ProgramData folder permissions section to do that but once that was done things went smoothly.
