Day of week start on form Date/Time

When using the Date/Time form control, is there a way for make the first day of the week Monday instead of Sunday?

That would line up more for Europe.
I have tried to set the workflows default time zone  local format but that does not change the form.
The regional settings on the form are grayed out.

@Scottg , I am not aware of setting that can be changed to make Monday display first but the Regional Settings on the form is read-only and displays the current Browser setting.

I have also tried to change regional settings and Sunday still comes up as the default start of the week.
