Using NWC, is it possible to create a page that is shown that has a custom confirmation message when a form is submitted? Currently, I am only able to redirect the user to a new page.

There is currently no OOTB custom confirmation message on submit, you would need to create your own webpage and redirect to that. You could suggest this feature over on the uservoice(https://nintex.uservoice.com/).
