Issue
Workflow actions are executed multiple times within a scheduled workflow
Resolution
If a workflow has a nested loop (where where a loop is contained within another loop), this can occasionally cause the Workflow Timer Service to process the workflow action out of order, which causes a re-try event, which can cause the actions to continuously execute them until the workflow is terminated.
The workflow design will need to be modified and the nested loop removed.
