Issue
When attempting to set item permissions in a workflow using large sharePoint groups the workflow errors. This occurs when sharepoint attempts set the item permissions per the workflow design and a persistence/timeout error occurs much like a batching issue in a for each loop.
Resolution
Use multiple set item permission actions in the workflow, one per large group with a commit pending changes between each
