When I select Group from the drop down options and put in a Exchange
distribution group that has 2 users in it and run the workflow it only
e-mails the first person in the distribution group and no one else. I
have also tried every different option in the destination rules page
with no luck. Any ideas?

test this approach: remove both the users from the distribution group and add a new user that wasnt added before. Now test the workflow if the new user gets an email. Which version of K2 are you using?
