I have a list at a higher level site that I want to access for drop down controls in many forms at lower sites. How specifically do I set this up?
Using List Lookup control, and from its settings, in the Source SharePoint site property, there is a browse button, you can select your list from the dialog.

As an aside, you could do this out of the box with SharePoint as well.
At the site where you source list is located, created a new Site Column and configure this as a Lookup column, looking up to your source list.
Once you've done that you will be able to use that Site Column in any list that exists in a site BELOW the level you created it at. So if you were to create this in the Top Level Site of your Site Collection, all your sites could then use this column.
