Failed on Start Canceled by System Account

This morning all of our workflows have started failing with the simple message canceled by System Account,  a user with Site Collection Admin can start and approve however no other user can?

 

When you view the workflow error message the attached error message is displayed[ "Cannot find history for workflow with instanceID "xxx" It may have been removed from the database]

 

 

 

(Also I've attempted to create a support ticket on here but that is failing too)
