Missing Site Actions Menu Options

I have a single user that is missing the normal site action menu items that would be available to a Site Owner, or a Site Collection Admin.


Here are the steps I have taken so far:

Completely remove user from Site Collection (master group membership, site collection admin)

Create New Site Collection in separate Web Application

Create New Site Collection in separate SP Farm


Nintex Support was unable to identify any issues with our configuration. The only remaining option I can think of is deleting the users Active Directory profile.


The user has all of the options available for Nintex list workflows
