userEquals not available for O365?

I want to make a control editable only by the user who is entered in a specific people picker field. Eg, if there is an SVP Approver field and an SVP Approver Approval Status I only want the person in SVP Approver to be able to edit SVP Approver Approval Status.

 

I tried creating a rule with the userEquals runtime, but that errored (when opening form I got "userEquals is not defined"). I tried then to put it in the control settings (enabled = Expression userEquals(CurrentUser, SVP Approver). The control was then always editable regardless of who was editing vs who was in the SVP field.
