We do not have exact maximum number of actions sets in Nintex Workflow because it mostly are limited by workflow file size instead.

But from experience, once you start hitting workflows over 1MB in size, you'll most likely being to experience issues in SharePoint.
These can include issues with publishing, validating and the trying to start the workflow.
Our recommendation would be to break such a workflow up into small workflows there each workflow, once it's done, will start the next one in the chain.
So as conclusion, we recommend to maintain NWF file within 1mb.
NOTE: From our experience, exported workflows whose file size is larger than 500-600KB may start to cause performance issues. However, this is only a general rule; the size of the workflow is not an exact figure and depending on the SharePoint configuration where Nintex Workflow is installed, this value may increase or decrease.
