I have a workflow that creates items in another list. When the users create a new item the workflow error with a message cannot find list item.
When the owners of the site create an item the workflow is completed, there is no error.

I can imagine that it is required that the user who starts the workflow should not have access (read/contribute) to the other list. For example, if the other list is a log list to register certain information.
If you are in an on-prem environment, you could add the action(s) in a 'Action set' action and configure this action to run as the workflow owner. This is the account with which the workflow is published. Make sure that account does have contribute permission on the other list.
In Office 365 this is possible too but it works just a little bit different.
Do the users have permissions to contribute to the list?
