Yes. Say you have a plan/pack for max 20 workflows. You could for example use 10 for on-premise, 5 in Office 365 en 5 in NWC, or just all 20 on-premise.
Btw, you do not have a subscription license for SharePoint on-premise, you have a subscription license (Standard or Enterprise) which can be used on premise, in Office 365 AND (!!) NWC. Just to be more precise
There is also a pertetual license model for on-premise which is server (web front-end) based but this license could not be used for Office 365. For Office 365 (and NWC), the only option is the subscription model.

The main license model is a subscription model where you pay an annual price. You buy workflows in a pack (max 5, max 20, max 50 etc.). There are important details to know about this subscription model (like Nintex Forms is included and that workflows of max 5 actions do not count towards the maximum number workflows). So please get in contact with your Nintex partner.
With the subscription model, it does not matter where the workflows are: On-prem, Office 365 or NWC.
So as per your comments what I understand is if I've subscription license for SharePoint On-Premises we can use same license for Office 365 SharePoint online. No need to take separate license model for office 365? Please correct me if I'm wrong.
