workflow inventory blank after adding wf via powershell

We're using Nintex workflow 2013 Standard on SP 2013 Enterprise

This issue is intermittent and has only been happening since we upgraded to 3.1.8.0

I build host named site collections using powershell and add a workflow to a list using powershell (PublishFromNWFXml)

After the site is built The Workflow Inventory page for the list shows no items

When I look at the site in SharePoint Manager 2013 I can see the workflow there under Nintex Workflows --> items

 

Is there a change in how workflows are imported via powershell in this build (3.1.8.0)?

Is there guidance on deleting a workflow that has never run using powershell?
