Why does a string with a GUID cause my workflow to error with "Failed to create item. The given guid does not exist in the term store" ?

I have a workflow within a document library that creates document links based on a specific set of criteria. When that link is created I have managed metadata fields that need to be set to successfully store the document link within the library in a useful way. When the workflow attempts to set those fields when the link is created, using a string with the GUID stored in it, I get the error "Failed to create item. The given guid does not exist in the term store". However if I log the value of the string in the workflow history and copy it from there directly into the create item process everything works as expected to include the setting of the managed meta data fields. What is the reason this is happening? Is there a workaround for this?
