Ticketing process:

What we're trying to accomplish, is to have the workflow email notification  if the assignee changes, new assignee gets email notificaiton. Meaning, if Mike is assigned a ticket, then the lead decides that Mary would be a better "fit" to complete the task or whatever, and they change it to Mary, Mike gets an email that he's no longer assigned the task and Mary gets an email that she has a new task.
