Second Workflow Not Starting Using Conditional Start

I have two workflows on same list and both have conditional start. One is

Workflow 1:

Workflow 2:

If I change Planned Ship to Plant Date and Planned K.O. Date on the list item, only First workflow starts and second one is not starting even though the condition is meeting.

Please help!

by your configuration, to start 2nd workflow you have to change both of "Planned K.O. Date" and "Planned First Panel to Gage Date"
