Site collection reusable workflow with conditional start not behaving as expected, when the trigger is modifying a specific column

The expected behavior is that the workflow will only be triggered on the modified item

Actual behavior is that the workflow is triggered on all items that have been modified even if the conditions are not met or nothing happens at all

The column title that is being used to trigger the workflow needs to have 32 characters or less this includes spaces in the title as well (SharePoint converts the spaces to 7 characters in the internal name for the column title)

Although it is possible to have column titles longer than 32 characters the internal name for the column is automatically reduced to 32 characters long, so the discrepancy between the internal name and the displayed name for the column title causes the workflow not to work as expected
