Issue
Dashboard notifications may still be sent when 'Enable Optional Dashboard Notifications' is ON & 'Don't Issue Change Notification' is selected when Publishing the Process.
Resolution
Where a change has been saved and the option 'Don't issue change notification' is not selected, when the Process is Published, a change notification will be sent to the dashboard for the change that was saved with the option deselected, even if the final version published had this option selected.
If the Process has unpublished changes when the option 'Enable Optional Dashboard Notifications' are turned on, these changes will result in dashboard notifications when published, even if the Don't issue change notification option is checked.
