Issue
The web front end server has been configured with WEF server role in the registry
HKEY_Local_machinesoftwareMicrosoftshared toolsweb server extension14.0wss
there is an entry call ServerRole which is set to WFE, normally this would be application. in the Manifest of the solution the deployment server type is set to "ApplicationServer"
This is the reason why our solutions our solutions will not deploy to any server where the server role is not "Application"

Resolution
The Web from end server needs to be rebuilt using best practice where the standard convention for 2010 SharePoint farms is that the server role is "Application"
