When clicking on Site Workflow, from site contents, the following error occurs:

An unexpected error has occurred.

RESOLUTION
Disable SharePoint Workflow Application Proxy Service.
ADDITIONAL INFORMATION
When SharePoint Workflow Application Proxy Service is enabled, it will hijack the Site Workflow page and not allow access.
