Issue
In the DocGen Queue, when opening or merging files which were created by another user, the following error might occur:
"Insufficient privileges."
** This occurs because when a queue folder Id is not specified, the document will be placed in the “My Personal Documents” folder of the user that generated the file.
This means that any other users trying to merge the document will not be able to do so because they do not have permission to access other User's personal Document Folders.
Resolution
Create a DocGen Queue public folder and add the Queue Folder Id Field to the DocGen Delivery Option.
